Phoenix, AZ – A pedestrian who died after being struck by a DUI suspect Monday night near an intersection in Phoenix has been identified.
60-year-old David Mills died at a hospital where he was being treated for injuries he sustained in the crash that happened around 9:50 p.m., March 2, at 24th Street and Glenrosa Avenue.
Police officers responded to the scene after they were notified about the accident and found Mills suffering from serious injuries.
The pedestrian was rushed to a nearby hospital, where he was later pronounced dead.
According to the Phoenix Police Department, Mills was standing at the back of his vehicle – which was legally parked on the southside of Glenrosa Avenue – when he was struck by a car traveling eastbound on Glenrosa Avenue.
The driver who hit Mills stopped and remained at the scene after the crash. That motorist was processed for DUI after displaying signs of impairment. Any charges are pending toxicology results and the crash reconstruction.
Phoenix continues to experience a high rate of pedestrian fatalities, which remain nearly double the national average. According to Phoenix Police and NHTSA data, pedestrian deaths peaked at 117 in 2022 but have since shown a promising downward trend, dropping to 87 in 2023 and approximately 80 in 2024. Despite this decline, pedestrians still account for over 20% of all traffic-related fatalities in the city.
The majority of these incidents—roughly 76%—occur in dark or low-light conditions, particularly between 6:00 PM and 9:00 PM. Safety reports identify that over 50% of fatalities involve pedestrians crossing mid-block on high-speed arterials rather than at designated crosswalks.
