Oakland is focusing its safety efforts on a “High Injury Network” (HIN) that comprises just 8% of city streets but accounts for 60% of all severe and fatal collisions. According to the 2024–2025 Safe Oakland Streets (SOS) annual reports, the city recorded approximately 30 traffic fatalities in a single year, with vulnerable road users—pedestrians and bicyclists—disproportionately affected. Key crash factors identified include failure to yield (35%), unsafe turning (29%), and excessive speed (17%), particularly on high-volume arterials like International Boulevard and San Pablo Avenue.
Safety data also highlights a significant equity gap, as 68% of the High Injury Network falls within Oakland’s “Priority Equity” neighborhoods.
