Jackson County, OR – One man was killed, and another was injured after a vehicle struck two individuals who were pushing a go-kart on Highway 99 on Sunday evening, according to the Oregon State Police.
The collision occurred on Highway 99 (Rogue River Highway) near milepost 7 at around 6:13 p.m. on December 7, 2025.
According to investigators, a southbound Hyundai Elantra struck the pedestrian as he was pushing a go-kart along the roadway. The Hyundai fled the scene before the driver later contacted law enforcement to report involvement in the multi-vehicle incident.
The pedestrian, identified as Jarrod Edward Garwood, 43, of Rogue River, was pronounced dead at the scene, while a go-kart occupant, James Eric Johannes, 41, of Grants Pass, sustained minor injuries.
The Hyundai’s driver, identified as Bobbie Rae Stinson-Payne, a 28-year-old Grants Pass resident, and her passenger, 33-year-old Dillon Edward Gasser, also from Grants Pass, were reportedly uninjured. Stinson-Payne was later arrested on multiple charges, including DUII, Failure to Perform Duties of a Driver, and Manslaughter 1.
Emergency crews from local police, fire, and ODOT responded and assisted at the crash site.
The crash caused significant delays, with Highway 99 impacted for approximately five hours during the investigation and cleanup.
The incident remains under investigation by Oregon State Police.
