Elk Grove, CA. – Ngub Sip Chan, 80, Dies Weeks After Hit-and-Run; 57 Year Old Man Charged with Vehicular Manslaughter

The Elk Grove senior citizen died weeks after she was struck by a driver who fled the scene. Police officers located the suspect and submitted the case to the district attorney’s office, seeking a warrant of arrest for hit-and-run.

Elk Grove, CA. – 80-year-old Ngub Sip Chan died six weeks after she was struck in an Elk Grove hit-and-run collision, prompting detectives to seek an additional vehicular manslaughter charge on the suspected driver.

According to the Elk Grove Police Department, Chan was crossing Splendor Lane at Lilypad Lane on October 10 when a driver in a 2007 Chevrolet Impala hit her and fled without rendering aid.

Chan suffered multiple fractures and remained in and out of the hospital until she died on November 21. The Sacramento County Coroner’s records show she died from complications of blunt-force injuries.

Investigators used surveillance video from the neighborhood to identify a 57-year-old Elk Grove man as the suspected driver. Officers located the Impala in Sacramento 12 days after the crash. The suspect’s name is being withheld due to the active investigation and a pending arrest warrant. Police initially requested felony hit-and-run charges from the Sacramento County District Attorney’s Office, but have now amended their submission to include vehicular manslaughter following the victim’s death.

The crash remains under investigation.

According to data obtained from the California Office of Traffic Safety (OTS), Elk Grove had 26 victims killed and injured in pedestrian collisions in 2022. Out of the 26 victims, 4 were below the age of 15, and 4 others were 65 and above. The city of Elk Grove’s ranking in pedestrian safety placed it as 53rd out of 61 similar-sized cities in California.
