According to the Los Angeles Police Department, Howard was riding a homemade e-bike in the area when he cut across two lanes and collided with an SUV. The exact circumstances that led up to the accident were not immediately established.
Howard was reportedly declared deceased at the site of the collision.
The LAPD reported that the driver of the SUV stayed at the scene and was cooperative with the investigators.
