According to the Long Beach Police Department, the incident occurred around 6:30 p.m. on September 6 near Artesia Boulevard and Rose Avenue.
Investigators said a car was traveling westbound on Artesia Boulevard when Noah reportedly ran into traffic.
The boy was hit, sustaining severe injuries. Paramedics transported him to the hospital, where he died from his injuries.
The driver stopped and remained at the scene.
Authorities said speed, distracted driving, and intoxication did not appear to be contributing factors.

Long Beach, CA – A 3-year-old boy was killed Saturday afternoon in a pedestrian accident in Long Beach, according to the authorities.
The deadly accident happened around 6:30 p.m. on September 6 at the intersection of Artesia Boulevard and Rose Avenue just south of the Artesia (91) Freeway.
Authorities said the boy ran into the street and was struck by a vehicle that was traveling westbound on Artesia Boulevard.
The boy was taken to the hospital where he later died.
The driver remained at the scene and cooperated with the investigators.
Speed, distracted driving, and impaired driving do not appear to have been a factor in the accident.
