Spokane, WA – 40-year-old Rachelle Davis was identified by the Spokane County Medical Examiner’s Office as the woman who was fatally struck by a car last week while walking her dogs near an intersection in Town and Country.

The accident occurred around 1 a.m. on June 10, 2026, at West Price Avenue and Division Street.

According to authorities, Davis was walking her dogs when, for reasons still under investigation, a black Toyota Camry hit her.

Davis was transported to Providence Sacred Heart Medical Center, where she died from her injuries less than an hour after the accident.

Based on a preliminary investigation and witness statements, 40-year-old Kaylee M. Peters was driving the car east on West Price Avenue toward Division Street at about 20-30 mph when she hit Davis, who was in the roadway with her dogs. Davis was reportedly dragged under the car while her dogs ran away.

Peters then pulled over and parked in a nearby parking lot.

The witness told deputies that Davis remained in the roadway after the crash and struggled to breathe until paramedics responded.

The site of the crash is near Davis’s home. Her husband told authorities that his wife left home to walk the dogs, and he went to bed. Later, the dogs returned home on their own, and he started calling his wife multiple times. An officer answered and informed him about the tragedy.

Deputies initially suspected Peters was driving under the influence of drugs at the time of the accident and said she would face one count of vehicular homicide. However, the Spokane County Prosecuting Attorney’s Office decided not to proceed with the charge pending further investigation. A preliminary breath test showed Peters had zero blood alcohol, but deputies said she failed parts of the field sobriety test. The deputies also said they found a butane torch inside Peter’s purse, which is commonly used for smoking illegal substances. Blood was drawn from Peters to be used for a drug test.
