Norberto Guevara Jr., 31, died following the incident that was reported at about 7:30 p.m. February 2, in the 27280 block of the PCH near Winding Way

Malibu, CA – The pedestrian who was hit and killed by a vehicle on the Pacific Coast Highway in Malibu on Monday night was identified by the Los Angeles County Medical Examiner’s Office on Tuesday.
Norberto Guevara Jr., 31, died following the incident that was reported at about 7:30 p.m. February 2, in the 27280 block of the PCH near Winding Way.
A preliminary investigation by the California Highway Patrol determined that a vehicle struck Guevara along the highway. It’s unclear whether he was trying to cross the highway when he was hit.
Deputies from the Malibu/ Lost Hills Sheriff’s Station and the Los Angeles County Fire Department crews immediately responded to the scene of the accident. The paramedics pronounced Guevara deceased at the scene.
The driver was at the scene when authorities arrived and reportedly cooperated with the investigators. Authorities do not believe driving under the influence of alcohol or drugs was a factor in the incident
The northbound and southbound lanes of the Pacific Coast Highway were shut down between West Winding Way and East Winding Way for hours as authorities conducted the on-scene investigation.
The California Highway Patrol is still working to ascertain the factors of the accident.
Pedestrian traffic collisions in Los Angeles have worsened in recent years, even as overall traffic safety programs expanded. 312 people were killed in traffic collisions in 2022, with 159 pedestrians among those fatalities, marking a significant rise in pedestrian deaths compared with earlier years. Fatalities rose about 8 % from 2022 to 2023, and hit-and-run deaths also increased. Pedestrian fatalities, which historically made up a growing share of deaths since the Vision Zero initiative began, continued to trend upward, with over 50 % of all traffic fatalities in 2023 attributed to pedestrians and bicyclists. These patterns show that pedestrian risk in Los Angeles remains high and has increased over recent years despite safety efforts.
