San Bernardino County sheriff deputies, firefighters, and AMR responded to the scene.
Two people were extricated from the wreckage.
Nine patients were evaluated at the scene by medical personnel. Two women were transported by AMR ambulance to Santa Barbara Cottage Hospital with moderate injuries.
The other seven victims suffered minor injuries but declined transportation.
Investigators closed the highway in both directions as they worked the scene.

A white Nissan Altima, a gray Tesla, and a silver Toyota were involved in the crash.
