The fatal collision occurred around 10:30 p.m. on northbound Highway 99 near Clinton Avenue.
According to the California Highway Patrol, Flores was walking in the slow lane when he was hit by a Volvo semi-truck pulling a trailer.
The truck was driven by a 21-year-old man who immediately pulled over and cooperated with investigators, CHP said.
