One driver was taken to a local hospital with unspecified injuries.
The northbound Highway 101 offramp was closed following the accident. The shutdown caused heavy traffic on both the freeway and nearby surface streets.
Police arrested a third driver who had stopped to assist at the scene on suspicion of DUI.
